Clark University seeks to fill a one-year position at the assistant professor level in Geographic Information Science (GIS) to begin August 2011. Particular interest is focused on individuals with a specialization in one or more of the following GIS application areas: land change science, earth systems science, climate change,  and food security. The major responsibility will be to teach core GIS courses including Intro to GIS  and advanced vector GIS as well as a graduate seminar in the candidate’s field of expertise, and to serve undergraduate and graduate programs in Clark’s School of Geography (www.clarku.edu/departments/geography) and the Department of International Development, Community, and Environment (IDCE) (www.clarku.edu/departments/idce). US National Land Cover Database (NLCD 2006) is now publicly available


The latest edition of the National Land Cover Database (NLCD 2006) is now publicly available. This massive database updates our knowledge of the Nations land cover and documents precisely where land cover change has occurred between 2001 and 2006. NLCD is used for thousands of applications in such diverse investigations as ecosystem
status and health, spatial patterns of biodiversity, indications of climate change, and best practices in land management.


Periodic updating of the NLCD can be compared to taking a new census of the state of our land cover, said U.S. Geological Survey (USGS) Director Marcia McNutt. Just as repeating the census reveals demographic trends that provide a wealth of information for social science research, monitoring land cover change can similarly serve many purposes in natural science and land management.

Based on Landsat satellite imagery taken in 2006, the broad, yet meticulous database was constructed in a five-year collaborative effort by the 11-member federal interagency Multi-Resolution Land Characteristics Consortium (MRLC).


The long-term collaboration that the MRLC demonstrates is a model of cooperation among government entities, Director McNutt continued. Their teamwork in producing the multi-purpose NLCD helps accelerate science and it saves taxpayer money. Thats a synergy everyone can applaud.

The carefully calibrated data describes the land surface condition of each 30-meter cell of land in the conterminous United States and identifies which ones have changed since the year 2001. Nearly six such cells  each 98 feet long and wide would fit on a football field. This release of NLCD marks the first time land cover change has been captured for the Nation in such a detailed way, requiring several years of new methodological research to accomplish this goal.

The range and authoritative accuracy of this information will enable managers of public and private lands, urban planners, agricultural experts, and scientists with many different interests (for instance, invasive species or hydrogeography) to identify critical characteristics of the land and patterns of land cover change, informing a variety of investigations from monitoring forests to modeling runoff in urban areas.

Land cover is broadly defined as the biophysical pattern of natural vegetation, agriculture, and urban areas. It is shaped by both natural processes and human influences. NLCD 2006 data portrays 16 classes of land cover in the lower 48 states and the degree of surface imperviousness in urban areas. The density of non-transpiring, impervious surfaces usually composed of concrete, asphalt, stone, and metal  is widely recognized as a key indicator of environmental quality in urban areas.

Papers are sought for a special issue of the Journal of Environmental Assessment Policy and Management focusing on spatial data and geographic information systems (GIS) as support tools for environmental assessment. GIS are increasingly used to support spatial planning and associated environmental impact assessment (EIA) and strategic environmental assessment (SEA) processes. They also applied in other environmental studies (such as sustainability assessment or appropriate assessment) and in environmental management (such as IPPC).

GIS are considered to augment conventional techniques by providing spatial evidence. However, institutional arrangements and data access, quality and scale issues often constrain their full potential. Papers can be based on policy analysis, desk-top or practical case studies, drawing on experience and reflecting on these issues. They should critically examine the advantages and disadvantages of using spatial data and applying GIS-based approaches. A variety of aspects can be addressed and discussed, including:
  
1. What do spatial data policies (such as the INSPIRE Directive) intend to achieve? How are these implemented in Europe and internationally? Are legal frameworks affecting GIS applicability? Why and in which sectors? Can spatial data become a legal requisite? Which are the consequent implications for future assessment and management methodologies?

2. How can spatial data and GIS best support impact assessment? What is the contribution of spatial data to environmental assessment, planning and management? What are the optimum conditions for GIS effectiveness and why? What are the best technologies, techniques and methods available for all or any of the EIA/SEA stages?

3. What are the constraints to GIS-based environmental assessment and management? Do institutional arrangements, human resources and skills affect GIS uptake? How does data availability and quality affect the end results? How do spatial and temporal scales affect GIS outcomes? How are uncertainties being addressed? When and how is manipulation tackled?

4. Do spatial data and GIS have an impact on decision-making? Are GIS changing the way decisions are made? Can graphic representations raise awareness and promote environmental integration? What can public participation GIS do in this regard? Who should it target and engage? How can public opinion be integrated into final decisions?

5. What is the future of GIS in environmental assessment? Will they advance interdisciplinary applications? Will they be more widely applied and by whom? How are ethical considerations (such as copyright and privacy) being dealt with? Can they provide a framework for cooperation? What are the social implications?

Guidance for contributors:


1. All papers should comply with the formatting of the papers published in the Journal of Environmental Assessment Policy and Management (JEAPM). Please take into account the guidance for authors of this journal - see http://www.worldscinet.com/jeapm/mkt/guidelines.shtml(although in this case papers should be submitted to agonzal@tcd.ie and not to JEAPM).

2. Papers should normally be 10 to 15 pages long (excluding list of references).

3. Please use the Harvard System for referencing - see for example http://www.education.ex.ac.uk/dll/studyskills/harvard_referencing.htm

4. Please ensure that all references listed at the end are mentioned in the text and vice versa.

5. Please divide your article into clearly defined sections, all with headings.
  
6. All submitted papers should include an introduction. The introduction should explain what the paper is about and should explicitly say how the paper relates to the topic of spatial data and GIS as support tools for impact assessment. The introduction section must be written so that the reader who has not read the paper title would understand what the paper contained. Therefore the introduction section it must paraphrase the title of the paper.

7. The introduction should include relevant academic context (i.e. please make sure you include relevant links to academic literature) - unless there is a second section on context/background/literature review.

8. The introduction should end with an explanation of how the paper is structured (mentioning just the main sections, i.e. the first-level headings).

9. The last section of the paper should have the title "Conclusion and Future Developments". As the name says, this should contain both a summary of what was discussed in the paper, and suggestions for future research and/or recommendations for future practice.

The European Topic Centre for Spatial Information Analysis (ETC/SIA) is an international consortium assisting the European Environment Agency (EEA) in its mission to deliver information on the state and trends of the environment. The lead is the University of Malaga, Spain (UMA).
ETC/SIA is organizing a competition to recruit a highly motivated and well qualified candidate to work as a GIS coordinator. This position seeks to reinforce ETC´s support to the EEA by coordinating the data management within the core team and the consortium partners. 
The GIS coordinator will be motivated, professional team player who can demonstrate excellence in data management for environmental assessments, ability to innovate and have the potential to take increasing responsibilities.
The place of work is Malaga, Spain. 

Main Functions & Requirements:
·         Being the EEA interlocutor to contribute defining spatial analysis solutions to needs expressing in the Annual Implementation Plan (IP), adjusting methodologies to data availability
·         Coordination of the ETC/SIA GIS core team to implement EEA requirements as well as to provide the expertise required at internal level.
·         Conducting complex and heavy spatial analyses for Europe. Proficiency in ESRI GIS (ArcGIS / ArcInfo / ArcView and its extensions / modules, especially GRID / Spatial Analyst, ArcSDE) software and relational DB management (i.e.PostGreSQL, mySQL)  is a key requirement

Range of professional experience and skills:

GIS/DB/system management
·         Responsible for server hardware and software licenses maintenance
·         Server software administration and maintenance of the data (i.e. SQLServer, ArcSDE) through backups, query optimisation, development of procedures and triggers (i.e. T-SQL in SQLServer), DB configuration, or security administration

Data management
·         Knowledge of working with spatial databases (ArcSDE for SQLserver)
·         Knowledge of setting up quality control procedures and workflows for spatial data
·         Ability to design and implement spatial relational data models
·         Ability to combine license and open source technology
·         Thematic knowledge of environmental data, especially land use and land cover
·         Hands-on knowledge on GIS and river systems (hydro systems, i.e. ArcHydro would be an asset

Analytical work
·         Familiar with the techniques of modelling. Modelling is understood as the construction of analytical workflows
·         Experience with commercial software such us ESRI (i.e. ArcGIS) and open-source software (i.e. Grass, GvSIG, Kosmo, QGIS, etc)
·         Able to apply and research new methodologies to the data analysis and spatial data processing as well as developed new custom analytical tools using any programming language (Java, VB, ArcObjects, Python, etc)
 
Visualisation and dissemination work
·         Ability to design and implement shared environment information system (SDIs / Geonodes)based on license-commercial solutions and open source technology

Coordination work
·         Team-orientated and exhibit strong oral and written communications skills.
·         Ability to lead multi-cultural team within a complex, decentralized organization,
·         Ability to communicate and present the ETC’s position in international workshops and conferences
·         Good organizational skills and highly developed interpersonal skills.
·         Ability to guide and train other analysts in the use of advanced spatial analysis techniques would be an asset.
·         Good command of English. Good command of Spanish would be an asset. 

Characteristics of the contract:
·         Contract start: 1 April 2011 (probation period 6 months).
·         Foreseen Duration: 1 year with possibility of extension till the end of the project.

Announcement of a Special Issue of Advances in Space Research on Oceanography, Cryosphere and Freshwater Flux to the Ocean

This special issue is open to all scientists who may have an appropriate scientific paper related to the global and accurate monitoring of the state of the physical and biogeochemical ocean and of the cryosphere from space-borne observations. This includes papers on space-borne observations and their applications in the following fields of study: Coastal Zone (currents, algal blooms, freshwater inflows); the Cryosphere (including IPY results); Ocean and Sea-ice Modelling and Assimilation; Operational Oceanography and Forecasting (including joint use of in situ data, and wind and wave forecasting); Air-Sea Interactions; Ocean Mesoscale Processes (including eddies and planetary waves); calculating the Absolute Dynamic Topography; understanding the Oceanic Response to Climate Change; Ocean Salinity, Esturaries and River Flux Monitoring; Data Access, Tools and Toolboxes; New Sensors and Future Missions. A major focus should be in preparing for the integration of the above topics into the future global ocean and cryosphere observation systems for monitoring ocean dynamics, the carbon cycle in the ocean, biological processes and their impact on climate, biogeochemical cycles and productivity, as well as the evolution of the cryosphere.

There are no page limits although the length of the paper should be appropriate for the material being presented. While the deadline for submissions is 15 March 2011, papers will be published electronically as soon as they are accepted. The printed issue will be assembled within a reasonable time with late papers being printed in regular issues of ASR. Contributors to this issue will have an opportunity to purchase individual issues at 40 Euro per issue. All articles will be typeset at no cost to the author; there is a nominal charge for printing color figures although there is no charge for color figures on the electronic version.

14 fully funded PhD (early-stage researcher) positions in Earth Observation in the GIONET project


14 early-stage researchers to the seven GIONET full partner organisations.

GIONET will create a European Centre of Excellence for Earth Observation research training. The University of Leicester is coordinating GIONET, which is funded by the European Framework Programme 7 People Programme. It will provide skilled personnel for the emerging GMES (Global Monitoring for Environment and Security) land monitoring and emergency monitoring core services during the GMES Initial Operations period (2011-2013) and beyond. The rationale of GIONET is to train a community of early-stage researchers in the areas of optical and radar remote sensing, including (i) modelling fundamental radiative processes determining the satellite signal, (ii) atmospheric correction and calibration, (iii) processing higher-order data products, (iii) developing information products from satellite data to meet user requirements, and (iv) statistical methods for assessing the quality and accuracy of data products. This training will be delivered through individually supervised research, four international summer schools and local training. Communication skills and effective engagement with stakeholders and the public will form an integral part of the training. The full partner institutions in GIONET are the University of Leicester (Department of Geography), Astrium GEO-Information Services; Gamma Remote Sensing AG, Switzerland; the Institute of Geodesy and Cartography in Warsaw, Poland; the Department for Earth Observation of the Friedrich-Schiller-University Jena, Germany; the Balaton Limnological Research Institute of the Hungarian Academy of Sciences and the German Aerospace Center in Oberpfaffenhofen. Two research posts are available at each partner organisation. All researchers will have the opportunity to register for a PhD regardless whether they are employed in a private sector partner or a University partner organisation.

At a Hearing held this week at the European Parliament, Connie Hedegaard, European Commissioner for DG Climate Action, stated that observations from space are absolutely essential on the road to monitoring, combating and adapting to climate change.

The organizers will encourage the submission of extended versions of the accepted papers to related International Journals; in particular, for special issues dedicated to the conference.
